In my detailed Survey Report on

the Water Supply of Victoria, I pointed

out that if yearly grants for the cleaning and relaying of the mains were continued, the burden of the heavy outlay under this head originally

included in the Estimate for

New water works, might be spread

over a number of years to the relief

and convenience of the Colony.

I have therefore in spite of its
